01 — Context

An underserved region, a strategic position

AI capacity is concentrating in a handful of congested hubs. Setu exists to serve the region those hubs overlook — from a jurisdiction engineered for stability, connectivity and data sovereignty.

  1. 01

    Why Mauritius

Ranked first in Africa for ease of doing business, with proven political stability, a reliable grid and streamlined permitting — reinforced by the nation's Digital Mauritius 2030 plan.

  2. 02

    Strategic location

At the digital crossroads of Africa, Asia and Europe, Mauritius offers low-latency reach to key global markets through an expanding network of submarine cables.

  3. 03

    Time-to-AI advantage

Direct routes of approximately 35 ms to South African cloud hubs, with government focus on modular capacity and rapid interconnects shortening time to live compute.

  4. 04

    Sovereign & compliant edge

A robust legal framework and national emphasis on data protection make Mauritius a natural home for sovereign, compliant hosting serving regional data-residency requirements.

  5. 05

    Carrier-rich connectivity

Multiple subsea cable systems and numerous carrier points-of-presence deliver diverse, high-performance routing for mission-critical workloads.

  6. 06

    Cost & resilience balance

Competitive facility costs combined with cyclone-aware, redundancy-first engineering and hardened connectivity — investor-grade uptime at realistic unit economics.

02 — The Project

Built small. Planned to scale.

Setu's flagship project is a phased, investor-grade AI data center for the Indian Ocean region — engineered with Tier IV design discipline, built small first, and master-planned to scale on the same site as demand grows.

  • Redundancy
    Tier IV design target
2N power and cooling paths — fault-tolerant, concurrently maintainable.
  • Cooling
    High-density air cooling
Aisle containment and modern chillers; no fresh-water dependency.
  • Growth
    Master-planned expansion
Land secured up front; capacity follows signed tenant demand.
  • Green
    Green-ready campus
Solar and efficiency upgrades planned for later phases — not an upfront bet.

Uptime Tier IV — design target ISO 27001 ISO 14001 ISO 50001

ISO frameworks are management-system targets for design and operations — not claims of current certification.

03 — Status & Milestones

Where the project stands

  • October 2025
Strategic meeting with the Economic Development Board (EDB)
Established government alignment on Mauritius' AI City ambition at Côte d'Or.
  • November 2025
AI Data Center Whitepaper (v1) published
Original project thesis documented; v2 in preparation.
  • Now
Specifications and site allocation in progress
Phase-1 technical specifications are being finalised before any commercial outreach.
